Constitutional carry in Utah allows individuals over the age of 21 who are legally allowed to possess a firearm to carry a concealed handgun loaded or unloaded, without a permit in public places unless prohibited by law.

The Provisional Utah Concealed Firearm permit for those age 18-20 years old
If you are at least 18 years old and are under 21 years, you can attend the same four-hour training and get a “Provisional” permit:

What is the application process like once I’ve taken the class? Note: Utah BCI fees are waived for:
- Teachers with ID card-Must work on school premises to be eligible
- Active law enforcement officers-Must get a letter from your commanding officer that you are in good standing-All training and fees are waived
- Active-Duty military and their spouses-Must show orders, renewals are also waived
- Officers that retire in good standing and apply within 5 years of leaving BCI fees are waived, must have a letter of good standing from Human resources
Okay great, my class is done, how can I APPLY?
- Must have no disqualifying criminal history, you must lawfully be able to possess a firearm under Utah and Federal law
- You must be in the US legally, if you are not a US Citizen, you must be prepared to attach documents to your application that shows you are either a citizen or her for a legal documented status. Examples of acceptable documents are US passport, a permanent resident, (green card), naturalization papers etc.
- You will one set of fingerprints, one recent photo, a copy of your driver license, other documents if you are not a US citizen as stated above. Gun Class Utah offers a ONE STOP class https://gunclassutah.com/ where fingerprinting, photos and application are all done before you leave.
- Utah residents can pay with credit card, or check a fee of 52.00 for a five-year license, A nonresident pays 87.00.
RENEWALS for the Standard Permit (over 21):
- 90-day notices should be mailed out in advance of your permit expiring after 5 years.
- Keep your address current, so you get them in time. If your permit expires longer than one year, you have to start over again. No other training is required if it’s renewed within one year.
- Renewal fee is 20.00 for Utah residents and 50.00 for non-residents
- Must watch an 8-minute suicide prevention video on BCI.Utah.gov website
- Must send in a new photo and complete a renewal application, online, in person or by mail
- BCI should send you a new card within 2-3 weeks for renewals
Renewals for Provisionals (Expires on 21st Birthday)
Application process as stated earlier, are the same process. To renew though:
- pay a 10.00 fee and fill out an application to switch to a standard permit, you may do this not more than 90 days before it expires.
- Attach a new photo, attach a copy of your Expired provisional permit, as evidence you have had the 4-hour class already
- new set of fingerprints
Final Thoughts
Names, dates of birth, addresses and social security numbers of Utah Permit holders are protected records subject to GRAMA requests.
Law enforcement an get these records during an investigation, or court orders. Class A misdemeanor, for violations.

The Utah BCI has formed a five-member hearing board that reviews denials, suspensions and revocations of Utah Standard and Provisional Concealed Firearms permit.
If they take action, they will notify you in writing of the complaint and you have 60 days to APPEAL THEIR DECISION
