Retired Salt Lake County Sheriff’s Deputy/UPD officer Phil Snyder points out problems with Utah HB 374 and HB 84 and how they conflict with each other in the Sheriff’s new responsibilities under the new laws that went into law within 2 months of each other. Some back history with this law, Prior to 2010, when the legislature initially voted to create the Unified Police Department, (UPD), lawmakers made it into the law that the Salt Lake County Sheriff (Former Sheriff) Jim Winder would be the CEO of the UPD. Now 14 years later, they have changed their mind, voted to change the original law which effectively REMOVED the Salt Lake County Sheriff as the CEO of the UPD.
The original agreement they had was broken in 2023 when the repeal of the Sheriff being CEO of the UPD was made. Having an elected constitutional sheriff providing your law enforcement services in your community is far better than living in a city with a police chief that answers to a mayor and not the taxpayer.
